Canada’s PPE makers are engineering for fit, not just compliance 

 

Three Canadian PPE suppliers say properly fitting gear, not certification alone, is what actually keeps compliance high

 

For years, the Canadian conversation around personal protective equipment centred on one question: does it meet the standard? Increasingly, suppliers say that question is no longer enough. Across three companies interviewed for this guide – Mark’s Commercial, Milwaukee Tool, and PIP Canada – a single theme emerged independently and repeatedly: certification sets a floor, but fit and comfort are what determine whether workers actually wear the equipment they’re given.

That shift matters because the gap between certified and effective is not a marginal one. Independent lab testing on head protection, discussed later in this guide, shows that two helmets can both meet the same industry standard while producing dramatically different real-world injury outcomes. The same logic applies across hand protection, footwear, and workwear: a product can pass every required test and still fail the worker if it doesn’t fit, isn’t comfortable, or gets left in a truck instead of worn on site.

Why compliance on paper isn’t compliance on the jobsite


“Compliance automatically equals protection” is, according to Adam Gaiser, vice president at Mark’s Commercial, one of the most persistent misconceptions employers hold. A certified glove, helmet, or harness still has to fit the person wearing it, be appropriate for the task, and be comfortable enough to survive an eight- or 10-hour shift. Milwaukee Tool’s Brent Neilly, director of product marketing, put it more bluntly: a safety product can check every box on a spec sheet, but if workers don’t want to wear it, it isn’t solving the problem it was designed to solve.

PIP Canada’s Abdelhamid Khiar frames the same gap from the manufacturing side. Certification bodies, such as CSA and ANSI or ISEA, set an essential baseline, he says, but “fit does” the actual protecting. A certified respirator that doesn’t seal, or a harness that doesn’t sit correctly, fails the worker regardless of what rating is stamped on the label.

By the numbers: the fit gap CSA Group has documented


A 2022 CSA Group report, Canadian Women’s Experiences with Personal Protective Equipment in the Workplace, surveyed nearly 3,000 Canadian women who use PPE on the job and found the gap is not anecdotal. Only six per cent of respondents said the PPE they wore was actually designed for them. Fifty-eight per cent reported wearing the wrong size, and nearly 40 per cent said they had experienced an injury or incident they believed was related to their PPE. Workers described using rubber bands, safety pins and duct tape to make ill-fitting gear work. 

Jennifer Teague, CSA Group’s vice president of standards research and planning, says the issue carries a psychological dimension as well as a physical one: workers who don’t trust their equipment don’t feel protected, whether or not the equipment technically meets a standard.

Three companies, one recurring design failure


All three suppliers in this guide independently raised the same historical shortcut: what Milwaukee Tool’s Neilly and Mark’s Commercial’s Gaiser both separately described as a “shrink it and pink it” approach to PPE for women, taking a product built for a male frame, making it smaller, and sometimes changing the colour. PIP Canada’s Khiar describes the same failure differently: defaulting to small, medium, and large sizing “that is really built for men,” leaving many workers in gear that becomes a hazard in its own right.

The three companies are approaching the fix from different points in the supply chain. Mark’s Commercial, the business-to-business division of Mark’s with more than 380 stores behind it, positions itself as a national outfitting partner, using in-field worker feedback to steer employers away from one-size-fits-all purchasing. Milwaukee Tool, which entered the PPE category in 2008 after nearly a century as a power tool maker, designs its helmets and gloves from the ground up in its Wisconsin engineering labs rather than sourcing generic third-party products. PIP Canada manufactures directly in Laval, QC, giving its product managers and field specialists a short feedback loop between a problem reported on a jobsite and a design change on the production line.

Where the evidence is strongest: head protection


Nowhere is the gap between certified and effective clearer than in head protection, and nowhere is there better independent data to prove it. The Virginia Tech Helmet Lab, the same biomechanics research group known for its football and cycling helmet ratings, published its first construction helmet ratings in September 2025. The lab tested 17 helmets, nine Type 1 and eight Type 2, using a methodology it calls STAR, detailed in a peer-reviewed impact testing study: a series of 12 lab impacts per helmet, simulating oblique falls at two speeds, with results weighted to reflect how often each type of fall actually happens on a jobsite. The result is a single score, and a one-to-five-star rating, that predicts how many head injuries a group of 100 workers would sustain in that helmet across a range of real-world fall scenarios.

The headline finding: switching from a Type 1 hard hat to a Type 2 helmet reduces fall-related concussion risk by 34 per cent on average and skull fracture risk by 65 per cent on average, according to the lab. Among the top-rated helmets in the study, those reductions climb to 48 per cent for concussion risk and 77 per cent for skull fracture risk. Steve Rowson, the lab’s director, says the difference in protection during a fall is dramatic, and that choosing a Type 2 helmet can save lives. Crucially, both Type 1 and Type 2 helmets in the study met existing industry certification standards. The star rating exists precisely because meeting a standard and performing well in a real fall are not the same thing, the exact distinction Gaiser, Neilly, and Khiar each raised independently about their own product categories.

Milwaukee Tool’s Neilly points to that same 2025 rating cycle as validation of a bet the company made years earlier. “The market may not have been fully ready for Type 2 head protection, chin straps, and the safety helmet style,” he says, “but we saw where the industry was heading and made the decision to get ahead of it.” Milwaukee’s Type 2 Safety Helmets placed first and second in the ratings, by the company’s account.

Neilly also describes two real-world incidents involving the same customer within weeks of each other: one worker struck by falling concrete, another who slipped on an icy truck running board. In both cases, workers wearing Type 2 helmets with chin straps kept their head protection in place through the impact. Two weeks earlier, Neilly notes, those same workers would have been wearing Type 1 protection without the same retention. Those anecdotes are exactly the kind of real-world scenario the Virginia Tech testing protocol is designed to simulate in the lab: not a drop straight onto the crown of the head, but an oblique, off-centre impact of the sort a worker actually experiences during a fall or a slip.

PIP Canada is building toward the same standard from a different angle. Its RZRBack safety helmet, which the company says is the first CSA-approved hard hat manufactured in Canada with MIPS rotational-impact protection, reflects a broader industry shift toward Type 2 style protection as Canadian regulators and industry bodies move to make it standard rather than optional. MIPS, a rotational impact protection system originally developed for cycling and sports helmets, is designed to address the same oblique, angled impacts that the Virginia Tech testing protocol specifically measures. For safety leaders evaluating helmet purchases, the two approaches point to the same conclusion from different directions: rotational and off-centre impact protection, not just top-impact resistance, is where the real safety gains now lie.

What comes next


Each company points to a similar set of forces shaping the next few years: materials that improve comfort without sacrificing protection, growing use of data and connected technology to track fit and compliance, and continued pressure from both regulators and workers themselves for inclusive sizing as standard practice rather than a specialty product line. PIP Canada’s Khiar sums up the practical advice for safety leaders: build fit-testing and inclusive sizing into procurement now, rather than waiting for a mandate to force the issue.

The Virginia Tech ratings point to a related shift in how safety leaders may need to evaluate suppliers going forward. Certification remains the legal minimum for any purchasing decision, but independent, third-party performance data, the kind the Helmet Lab now publishes for construction helmets, gives buyers a way to compare products that already clear that bar. Whether a similar independent testing model eventually emerges for gloves, footwear, or other categories remains an open question, but the appetite for it, on the evidence gathered for this guide, appears to already exist among both manufacturers and safety leaders.

Taken together, the three companies in this guide suggest the Canadian PPE market is shifting its central question, from “does this meet the standard” to “will this actually get worn.” For safety leaders managing procurement, that shift changes what a strong PPE program looks like: less about the lowest-cost certified option, and more about a properly fitting one a worker will keep on for the whole shift.
